GPO Names Three Veterans to Key Positions
It's been a week of promotions at the U.S. Government Printing Office (GPO). First, on Tuesday, Public Printer Davita Vance-Cooks named James C. “Jim” Bradley, a former staffer on the Joint Committee on Printing, as Deputy Public Printer, her second-in-command. Then on Wednesday she announced that Herbert H. Jackson, Jr., would be the new Chief Administrative Officer.
But it was yesterday's announcement that Andrew M. Sherman, a 33-year GPO veteran, had been selected as GPO's Chief of Staff that garners the most attention from the in-plant community. Sherman's decades-long membership in the National Government Publishing Association has made him a pivotal member of that in-plant organization. He even served as NGPA president in 1997.
In his new role, Sherman will be responsible for the development, implementation, monitoring, evaluation and communication of the agency's strategic initiatives. He will oversee GPO's Programs, Strategy and Technology business unit as well as the agency's offices of Congressional Relations, Public Relations and Employee Communications.
"Andy has a wealth of institutional knowledge and experience at GPO that cannot be over-valued," praises Vance-Cooks. "He will be a great asset in the development, communication and fulfillment of our strategic plans."
Sherman joined the GPO in 1980 and in 1985 began working for the Office of the Public Printer. Since 1997 he has been the agency's Director of Congressional Relations, serving as the key liaison to GPO's oversight and appropriations committees in the Senate and the House of Representatives. For the past two years Sherman has been GPO's Chief Communications Officer.
As Deputy Public Printer, Bradley will oversee GPO’s Marketing Operations, which includes Plant Operations, Official Journals of Government, Security and Intelligent Documents, Customer Services, Marketing and Sales, and Business Products and Services business units.

Bradley has played a key role in GPO’s operations for more than three decades as a member of the agency’s senior management team and as a congressional staffer. From 2011-13 he served as Assistant Public Printer for Operations, with oversight of all GPO’s revenue-areas. Before that, he was entrusted with the leadership of GPO’s Official Journals of Government business unit.
As Chief Administrative Officer, Jackson brings senior management experience to the oversight of the agency’s Administrative Operations, which includes Human Capital, Information Technology and Systems, Acquisitions, and Security business units. Jackson most recently served as Managing Director of GPO’s Business Products & Services business unit, where he oversaw development of competitive products and services for the agency’s Publications & Information Sales, Creative Services and Digital Media departments. Before that he served as GPO’s Acting Chief Management Officer.
